Bugfix: Permission denied when generate openrc file

JIRA: DOVETAIL-438

Error log:
touch: cannot touch ‘/home/opnfv/cvp/pre_config/env_config.sh’: Permission denied
fetch_os_creds.error: Cannot create the file specified. Check that the path
is correct and run the script again.
