New PTL for Pharos

This patch is used for voting on the new Pharos PTL. After the nomation
period [1] has ended, there is only one valid candidate [2].

In order to complete the new PTL election process, all Pharos committers
shall review and cast a vote[+1, -1]. This voting period ends in a week
for now on by 23rd March.
