Reduce Airship daily job frequency
Temporarily reduce the daily job frequency to Wed/Sat because only
one pod (pod17) is available for the project and the redeployment
of daily job has been disruptive to the day to day dev/tsting work.
Also changed to daily job start time to 0600.

fuel: Disable all CI jobs
Since Fuel is not going to participate in the next OPNFV release,
we should free the CI resources by disabling all the related jobs:
- RTD documentation building;
- Fuel Master/MaaS Docker image building;
- verify jobs for patch submissions;
- daily virtual/baremetal deployment and testing jobs;

Globally block Functest Kubernetes jobs
All SUTs are deployed on the same server and it seems breaking testing
due to the limited resources.

Improve kuberef lint script
The OPNFV security audit releng's job prevent to retrieve binaries from
external sources which results on depending to the binaries provided
by the OS package managers. This change pretends to cover different
scenarios where the Jenkins builder is unknown.

Enable external sources for kuberef shellcheck
Shellcheck is failing on the execution given that it's missing
the -x argument. This change fixes that problem adding the argument.

Adding parameters to kuberef verify job
Adding missing parameters to kuberef verify jobs. In particular, the
SLAVE_LABEL parameter is missing, preventing scheduling of jobs to
jenkins slaves.
