Blacklist few Rally tests when verifying Airship
Airship doesn't support live migration and resize server.
It blacklists them even if all other OPNFV installers have always
supported these capabilities.
They are still listed as mandatory in CNTT then they are kept in
CNTT RI compliance.
Here are the Rally tests blacklisted here:
- 'NovaServers.boot_and_live_migrate_server'
- 'NovaServers.boot_server_attach_created_volume_and_live_migrate'
- 'NovaServers.boot_server_from_volume_and_live_migrate'
- 'NovaServers.boot_and_migrate_server'
- 'NovaServers.resize_server'

Remove heat_ims and cloudify_ims in Airship gates
They are failing when testing the VNF (Clearwater Ims).
It avoids voting -1 till the bug is fixed [1].

Remove all tests from functest-smoke-cntt in CNTT gates
They are still executed in the daily jobs but the purpose of this gate
is to vote -1 if the test results decrease.

For the time, it selects the same Functest containers but they will be
updated according to the next CNTT doc updates and then the related
Functest changes (e.g. new functest-cntt-smoke container).
Both Airship and CNTT verification jobs will be triggered only
depending on the file modified.
The deployment calls may be updated in next changes (see
airship-deploy builder).

Remove failing functest-rtd-jobs
This job always fails (missing python interpreter) [1] and it's
useless as Functest team manages its docs on readthedocs.
It's worth mentioning that opnfvdocs load Functest docs as a submodule.

It's also needed by "Check spelling in rst files" [1] which asks for
the 'enchant' C library [2].

Stop after the first failures in Airship gates
As opposed to daily jobs which have to run all testcases to print the
overall status, gates can exit after the first test in failure (and
then vote -1).

Deactivate a few Functest tests in Airship gates
This tests should be part of gating but Airship is not good enough to
allow running them. It avoids voting -1 in all Airship tests.
They are only temporarily removed in gates and they will be executed
as soon as possible (git revert).
