Update Functest jobs (please vote an do not merge)

We are going to try this again. Once this is merged, I will need
to delete all the jobs that change job type and then re-merge
releng merge will be broken during this short window.

Add support for functest tier with multijob
Add publishers separate for fetures and
all other functest tiers
Run functest features suits in a mutijob
Since there are no arm specific requirements,
remove arm-daily builders and jobs
