Update release references to Lakelse
Modifies urls using 'stable-kali' to use 'stable-lakelse' and any text
of "Kali" with "|release|", which will be populated from the value set
in conf.py.

updating INFO.yaml to enable additional committers
The docs project currently has no active committers who can merge
patches. Officially, the CCC (Scot Steele, Beth Cohen) represents the joint
PTLs of the project, but they don't have active logins on this Gerrit.
To move forward, this patch adds Al, Gergely and Georg as committers.

Updating PTLs and committers
Sofia Wallin stepped down earlier this year as PTL. The Anuket TSC has
chartered the Community Coordination Committee with the role of
overseeing the Anuket documentation instead. Adding Scot and Beth,
members of the CCC, as PTLs accordingly.

Fix formatting, remove dead links/outdated docs
- Removes the outdated scenario documentation
These docs included links to images that no longer exist
- Removes the broken links to apex, sfc, clover, doctor, and ipv6
These no longer work as the infersphinx linking has been removedA
- Removes links to missing documents
- Fixes a minor issues with the index header
- Updates the docs-linkcheck tox environment with the correct path to
requirements.txt
- Replaces the IRC link to Slack

Add RTD Configuration file
Builds for the master branch broke on RTD broke with the move of the
requirements.txt file from etc/. Updating the path on RTD for
requirements fixes this, but at the cost of breaking all the historic
stable branch builds.
Using .readthedocs.yml the branch can be configured with it's own
location for requirements separate from the global configuration.
The setting to disable cloning of submodules is also included in this
configuration.

Fix of requirements file tox.ini
The reference to requirements.txt pointed to the etc folder, however the file is
in the docs folder. This commit fixes the reference.

Gitlab-CI Configuration for Documentation Builds
Uses the Anuket Releng template for RTD (Sphinx) builds of the
documentation.
Moves the requirements file under 'docs/'. This can be moved back once
the RTD template has been updated to allow setting the location of
requirements.txt outside of docs/
