Add Functest CNTT benchmarking testcases in OVN
It doesn't run shaker and vtmp which are equal in IaaS verification and
CNTT conformance. CNTT benchmarking testcase costs time for quite
nothing but it verifies both processes (IaaS verification and
CNTT conformance).

Enable Airship jobs
Swift testing and vping_ssh seems good vs CNTT.
CNTT RI needs to be updated to fully pass swift testing [1][2][3].
Airship sometimes failed vs vping_ssh because DHCP responds are far
too long.

Push Docker Release from Tags on the Master Branch
Any change that was merged to master for docker builds was tagged as
latest, regardless if that change was triggered by a new tag. This fixes
the docker script logic to allow containers to be tagged and pushed from
tags on the master branch.

Remove No Longer Needed 'archive-repositories' Job
This job was written for Scott Winslow to easly pull in a tarball of all
the OPNFV source code to do license scanning. As Scott notified us he'll
be running the job himself from now on, we can remove it from the OPNFV
Jenkins system.

It eases conditional instructions (they are useless if only daily jjbs
are setup).
