Adding aligned structure and segmenting the configguide.
Also set heading levels for readability and added missing licence headers.
Copied the header where I copied content, so please be mindful and inform me if you disagree.
Removal parts of userguide duplicated with configguide. Take the others into faq.rst
Removal duplicated references in installerconfig.
Removal redundant png files.
Release notes update for Brahmaputra release.

Moved the folders from Brahmaputra to docs. The toolchain for stable/brahmaputra will add the

Templates for configuration guide
Please use the installerconfig.rst to describe the configuration for each
installer. Removed configoptions from the patch, we will provide patches for
the post install procedures template during the day. Postinstall.rst is added,
please use this to describe the post install activities.

Use wait_for instead of sleep to fetch keyring

- fetch is not reliable, and sleep is also not reliable
- wait_for can be used to confirm the file existence

bugfix: SSH permissions error when resizing or migrating an instance
- make all host cant ssh login each other with out password,
so nova can resize on diffrent hosts
- remove some error httpchk options in haproxy

change ceilometer polling interval to 300s
- tempest testcases only wait 300s for meters, but
default ceilometer collector polling interval is
600s, so the testcases will raise timeout exception.
we change the default polling interval to avoid this.
