Script to get the type of SDN controller

Configure jenkins jobs for fuel
- verify jobs are configured in order to run builds and virtual deployments
for each and every new patch.
- merge jobs are configured in order to run builds and virtual deployments
for merged changes.
- daily jobs are not configured and currently disabled.
- builder scripts are taken out from yml and converted to standalone scripts.

Bugfix: Fix lab reconfig issue by moving fuel dependency installation to master node
ODL plugin build dependency installation was incorrectly put into lab-reconfig
which runs on master node. This change moves the dependency installation into
fuel-odl-plugin-build builder which runs on jumphost.

fix POD id type in API
the pod_id are defined as int but the APi sent a string, then the API was not working well when filtering on pod_id
we may discuss if a string description would not be more explicit than an id

Dont ignore changes to uils/** in verify or merge job
Not sure why this is diffrent for verify and merge. I could be missing
something, but I would like to use utils for common releng scripts if
possible

moved the logo so that we only need one per docs directory
added pipes to seperate the logo from the first line on the documentation
