Add new hiera with default for baremetal
Refactor the common.yaml with the settings only for
vms, and create a new common_baremetal file that will
contain all settings needed for baremetal deploys,
with sane defaults.

fuel: Specify upstream/opnfv branches separately and use include scripts
Due to having this experimental, it is needed to set different branches
for upstream and opnfv until the things settle.
Apart from this, the builders also converted to scripts so we don't need
to touch the job yml if scripts need updates.

jjb: infra: Fix ownership for the cache directory
Fixes the following error when the ${HOME}/.cache permissions are bad:
The directory '/home/jenkins/.cache/pip/http' or its parent directory is
not owned by the current user and the cache has been disabled. Please
check the permissions and owner of that directory. If executing pip with
sudo, you may want sudo's -H flag.

bifrost: Serialize localhost actions during final host deployment
Several tasks in the final playbooks run locally and there is a chance
to encounter race conditions when multiple tasks run in parallel
and all access or modify the same local files. We fix this by splitting
the final steps into multiple plays and serializing those that run
locally.

Set the wait_timeout variable to the deployment script
There is no point in us keeping our own copy of the upstream
bifrost-prepare-for-test-dynamic playbook just for overriding
the wait_timeout variable. Delete the duplicate role and move the
variable definition to the deployment script instead.

Rework Jenkins Sandbox
- Instead of using 'sandbox' branch, use a seperate jjb tree.
- Jobs under 'jjb-sandbox' are uploaded to the sandbox server, and can
be re-uploaded with a 'redeploy' comment.
- All jobs, with the exception of the releng sandbox jobs, on the
sandbox server are removed once a week.

This change creates a job that gets triggered when a new patch is sent
to upstream OpenStack Gerrit project openstack/fuel-plugin-onos, running
2 jobs fuel-verify-plugin-build-master and fuel-verify-plugin-test-master.
Jobs do nothing at the moment and they don't vote to OpenStack Gerrit.

- Introduces type in order to prepare verification on baremetal
- Fixes git cloning so the job shows changes for the corresponding project
- Gets rid of unnecessary slave parameters from slave-params.yml
- Fixes build blocking
- Updates the bifrost-verify.sh script and includes in shell so we don't have
to clone releng repo separately
- Updates destroy-env.sh to create /httpboot and /tftpboot with permissions 755
- Removes daily infra-bifrost job and scripts as we don't use them at the moment

dovetail fix: set the parameter CI_DEBUG true to print logs
JIRA: DOVETAIL-14
CI_DEBUG is used in dovetail tool to decide if print logs or not,
to set the CI_DEBUG true to print logs in jenkins, which makes it easy
to debug.

1)ci jobs are added
2)not daily/weekly run by now, only manually triggerd,
the manually trigger progress should be controlled not to
disturb the normal ci running progres
3)pods/platforms used are just examples to let the tool run,
more platforms will be supported.
