up INSTALL_NIC during installation
Some jumpserver's INSTALL_NIC is down during compass4nfv installation,
this will cause pxe boot failure. So add auto up the INSTALL_NIC during
installation.

Workaround for random wait compass boot timeout

Sometimes compass-core already boot successfully, but wait_ok function
retry to ssh login to compass-core vm failed. Add two more times retry
before exit the deployment.

Add controller and compute recovery roles
After all hosts system restart, login to the compass-core,
change directory /var/ansible/run/<openstack-cluster> and execute
below command:
ansible-playbook \
-i inventories/inventory.yml HA-ansible-multinodes.yml \
-t recovery \
-e "RECOVERY_ENV=True"

rename region name to be unified

nova region name should be unified. compass use regionOne original, however, upstream usually use RegionOne, this is caused by clerical error.
Now the OCL and sfc/tacker use RegionOne by not knowing the compass clerical error.
so all should be changed to RegionOne.

FIX centos7 ppa create failure

centos ceph-deploy rpm download failure workaround
Error info:

but obsoleting package does not provide for requirements
