Moves the pharos dashboard jobs to their own file sperate and deploys
the dashboard when changes are merged to master.

Also includes the following changes to the job:
- Uploads backups to Google Storage
- Remove sudo usage as docker can be ran as the Jenkins user
- Renames jobs to match general naming scheme

When using 'shell' builder directly '{}' is interpreted as a JJB
substitution. This can be escaped with '{{}}' but breaks due to Apex

It follows "Move tempest logics in tempest_conf.yaml" [1] and then
allows passing tempest_full and tempest_scenario in OPNFV gates.
It set all params for all OPNFV installers according to their last
runs [2][3][4].
Live migration is out of that custom params as it's currently
considered as a key feature [5].
tempest_conf.yaml should be installer-centric and shouldn't take
scenarios into account.
It's unclear which installers support glance API v1 which is
deprecated. Any installer can ask for testing it if supported.
At least Apex doesn't support it [6].
Shelve is currenlty disabled because testing it could fail the
whole tempest run if unsupported. We are missing data about which
installer may support it.

The proposed hack has a couple of problems:
- it still downloads all of OPNFV docs + submodules (recursively!);
- it uses Jenkins to handle gerrit clone/fetch, just to nuke it and
clone the current project again;
But:
- it is a small change, to be replaced when global-jjb will support
gsutil upload for docs preview;
- it provides a locally built preview document instead of the old
(complete) doc preview;

We want the ability to be able to force a promotion and skip CSIT. This
patch introduces a variable we can use when manually triggering a
promotion job to force promotion. The use case here is for HA scenarios

force promotions for this case to at least have some snapshot available.

- Ensure jobs don't get queued on offline builders
A change to the NodeLabelParameter config in JJB caused any jobs using
the plugin to possibly have their jobs triggered on builders which
weren't online.
This in turn caused the queue to backup and newer jobs are blocked
waiting for older ones to complete, which never happens as they're never
queued on an online builder.
The 'all-nodes' parameter ensure jobs that are set to run concurrently
don't trigger across all available nodes at once, as this will include
offline nodes as well. As this is the default of the plugin, projects
which need it can enable it individually.

Updates the docker builds for LaaS to share the same context but point
at different Dockerfiles. This way the dashboard code can be copied into

- CPERF: Do not remove docker images in clean
Removing the cperf docker image in clean just adds more overhead to the
next cperf run, because the entire docker image has to be re-downloaded.
Docker pull will automatically download the difference between the old
image and the new image (less bandwidth) so there is no reason to remove
the image.
