Renames 'usable_ip_range' to 'overcloud_ip_range'
'usable_ip_range' was confusing for a lot of users, and most thought it
encompassed all of the defined ranges in the network settings file (like
floating_ip_range and introspection_range). This renames it to be more
accurate.

Adding git commit to RPM releases
Preparing for better caching by adding the git hash to the rpm release
We can skip building the RPMs if they are cached and would be built off
the same hash

Build failure fixes
- Remove puppet debug from overcloud image - file
/var/lib/heat-config/hooks/puppet no longer exist in

Fixes external network creation
Without specifying the provider network type or physical network results
in the default tenant network type being used upon external network
creation (for us this means vxlan). Previously this worked fine because
Neutron L3 agent and ODL L3 would assume to use br-ex. This is no
longer true in ODL new nettvirt, and needs to be explicitly flat along
with the correct physical network.
Also includes minor fix for Manila service naming that was fixed
upstream.

Enabling alternalte method to get remote md5
The onos tar is an example of the remote server not supplying
a .md5 file with the md5 in it. It is instead posted on an html
page that can be scraped to get the value. This patch adds the ability
to pass that value into the caching functions so can keep onos
cached and not redownload it over and over again

Adds enic workaround for OVS DPDK
OVS DPDK deployments were failing in daily CI. This is because the UCS
fabric tags packets no matter what when not using an external switch
with UCS. This patch inserts a flow to strip any vlan tag when the
tenant network type is set to vxlan.

Fix tenant_nic loopup error for nosdn fdio scenario
Currently we assume tenant_nic is a virtual interface name (like nic1),
so we perform an extra hiera lookup, this is not needed if the user
specifies physical nic name in network_settings file. This patch defaults
the hiera lookup of the nic interface lookup to be what the user specifies
if a hiera value can't be found.

set undercloud VM to autostart
When an apex deployment reboot's it fails to come back clean because it
expects to connect to the undercloud which is not set to autostart.

Apply vlan_strip_offload config only when using vlan for fdio
We currently apply vlan_strip_offload cnofig to VPP interface for
all enic interfaces, however, this is really only needed when
vlan tagged traffic is being passed on the interface. This patch
adds a vlan config option to puppet-fdio and opnfv-tht so that
we only enable it when needed. Right now the only scenario this
is needed is nosdn-fdio, since the only supported mode for tenant
networking is VLAN.

Remove yum udpate all from overcloud build
Also changes python path in networking-vpp spec to use abolsute path.
This avoids issues when python path is found on a different path
on build machine.

Fixes sdnvpn (again)
Previous neutron_config did not work because of duplicate declarations
of that as well. This patch just removes it all together from the
puppet files and into the environment file.

removing the rabbitmq package installed from dropbox
Package was a workaround to fix ipv6 support, cent has pulled in the
version we needed now so no need to side load it anymore.
