Update git submodules

* Update docs/submodules/releng from branch 'master'
  - Merge "Fix Releng Job Diff Experimental Check"
  - Fix Releng Job Diff Experimental Check

    Remove the '-q' arument to git-branch in the generate-job-diff script
    as the git version on Jenkins master is too old.
