Update git submodules

* Update docs/submodules/releng from branch 'master'
  - CPERF: CSIT updates

    Changes-Include:
     - OPENSTACK_TOPO is now decided dynamically
     - Make the containerized start/stop commands more simple
     - Include CSIT logging in CSIT promotion
