Update git submodules

* Update docs/submodules/releng from branch 'master'
  to eb72439885a4614c83213dc4b15fc7d629d29aba
  - Remove Apex jobs

    Apex dropped a few years ago and false dependencies between Apex and
    Functest jobs forbid Functest maintainance.
