Update git submodules

* Update docs/submodules/apex from branch 'master'
  - Merge "Remove pacmeaker workaround"
  - Remove pacmeaker workaround

    There was a compatibility issue with the centos 7.4/7.5 between the host
    pacemaker version and container.  Now that containers have moved to 7.5
    we should not need this workaround anymore.
