Update git submodules

* Update docs/submodules/vswitchperf from branch 'master'
  - Tuning_doc: Add tuning doc for installation of cpu-partitioning profile

    Add documentation for installing and configuring tuned-adm using
    the cpu-partitioning profile. Tested and verified by Martin and
    Christian.
