Update git submodules

* Update docs/submodules/releng from branch 'master'
  - Merge "Update Functest jobs"
  - Update Functest jobs

    Add support for functest tier with multijob
    Add publishers separate for fetures and
    all other functest tiers
    Run functest features suits in a mutijob
    Since there are no arm specific requirements,
    remove arm-daily builders and jobs
