Update git submodules

* Update docs/submodules/releng from branch 'master'
  to a7e1a9da3dc3505fd375f76216378ca3d25506b3
  - Globally block Functest Kubernetes jobs

    All SUTs are deployed on the same server and it seems breaking testing
    due to the limited resources.
