Update git submodules

* Update docs/submodules/releng from branch 'master'
  to 6737d7bc6e65c7bd9b5221edf13c2abcf124a7c2
  - Change docker image name for samplevnf to rapid

    Image name changed from samplevnf to rapid to better reflect the image content.
    Added relevant people in the distribution list.
