Gather all skipped tempest test cases

This patch applies a change to the regex responsible for
identifying Tempest test cases. With the current regex some
skipped test cases are erroneously ignored.

The condition has been updated in order to match both format of
skipped testcases ('skip:' and 'skip [xxx]:')
