Update git submodules

* Update docs/submodules/functest from branch 'master'
  - Temporarily disable shelve

    They are blocking in Orange Openlab as the support is missing.
    A dynamic check has to be implemented before activating it.

  - Fix fixed_network_name in tempest.conf

    It also copies rally.conf and tempest.log in res_dir.
