Update git submodules

* Update docs/submodules/releng from branch 'master'
  - Apex: Removes cleaning from unit tests

    There should be no reason to clean as the unit tests should be local to
    the code. This was deleting some of our undercloud vms in daily
    deployment causing deployment to fail.
