Update git submodules

* Update docs/submodules/releng from branch 'master'
  - Merge "Apex: Fixes promotion per Apex branch"
  - Apex: Fixes promotion per Apex branch

    Now that we branched for Gambia, we want Gambia code to handle promotion
    for Queens snapshots, while Apex master is responsible for rocky/master
    promotions.
