Update git submodules

* Update docs/submodules/releng from branch 'master'
  to 4a54e1e17c1c69e25b06f11ec9f6f84c186d6b98
  - Rename Functest CNTT testcases

    Test DB and API don't support suites which raise side effects in Cachet
    if both IaaS verification and CNTT conformance are executed.
