Update git submodules

* Update docs/submodules/releng-xci from branch 'master'
  - Replace the OPNFV hardcoded IP

    The xci-deploy.sh script has an IP address which has been replaced
    for OPNFV_HOST_IP environment variable. This commit completes that
    change.
