Update git submodules

* Update docs/submodules/releng from branch 'master'
  - jenkins-jnlp-connect.sh takes time to launch

    wget --timestamping https://build.opnfv.org/ci/jnlpJars/slave.jar && true
    this takes time, especially from china.

    Tell monit to back off while waiting for the pid file to
    be created
