Update git submodules

* Update docs/submodules/releng from branch 'master'
  to 96cd16c6427891037c63d37a4f4f5aa55cbd0e38
  - Remove heat_ims and cloudify_ims in Airship gates

    They are failing when testing the VNF (Clearwater Ims).
    It avoids voting -1 till the bug is fixed [1].
