Update git submodules

* Update docs/submodules/releng from branch 'master'
  - Merge "Set Jenkins Automation user git configs globally"
  - Set Jenkins Automation user git configs globally

    These settings don't appear to be being picked up when the commit
    happens. Setting them globally should fix this.
