Update git submodules

* Update docs/submodules/apex from branch 'master'
  - Merge "Install honeycomb and vpp in a single step"
  - Install honeycomb and vpp in a single step

    We currently install Honeycomb and VPP in 2 steps, this could potentially
    cause version conflicts.
