Update git submodules

* Update docs/submodules/releng from branch 'master'
  - Add jjb for clover

    - clover-project.yml is a modified copy of container4nfv-project.yml
    - clover and container4nfv temporary share the same vpod huawei-virtual6
    - add job blocker between clover and container4nfv
    - add clover doc to opnfvdocs
