Update git submodules

* Update docs/submodules/releng-xci from branch 'master'
  - Merge "bifrost: scripts: Do not run env-setup twice"
  - bifrost: scripts: Do not run env-setup twice

    This is already done a few lines above since
    I94874d600a29247b7826324cc111901995df90dc so there is no need to do it
    twice.
