Update git submodules

* Update docs/submodules/dovetail from branch 'master'
  - Add three HA test cases into test suite proposed_tests

    JIRA: DOVETAIL-427

    There are another three HA test cases which are stable now for adding into
    test suite proposed_tests for CI daily run.
