Update git submodules

* Update docs/submodules/releng from branch 'master'
  - Merge "jjb: xci: Drop the VM cleanup step from the functest jobs"
  - jjb: xci: Drop the VM cleanup step from the functest jobs

    We do the VM cleanup as part of the postbuild process so we do
    not need to have it in the functest jobs anymore.
