Update git submodules

  - Merge "Remove print out of logger exception in TestUtils" into stable/fraser
  - Remove print out of logger exception in TestUtils

    Remove print out of logger exception while executing
    "TestUtils.test_parse_ini_file_missing_section_header" test case.
