Update git submodules

* Update docs/submodules/releng from branch 'master'
  - Merge "move resources unit tests to tests/unit/resources"
  - move resources unit tests to tests/unit/resources

    As webportal is introduced, the project structure
    is becoming more complex, it is time to make it a
    a little bit more official
