Update git submodules

* Update docs/submodules/releng-xci from branch 'master'
  - xci: Bump SHAs for os_neutron and opendaylight ansible role

    This change brings the SHAs needed for os-odl-bgpvpn scenario
    and will be tested using os-odl-nofeature scenario.
