Update git submodules

* Update docs/submodules/functest from branch 'stable/fraser'
  - Merge "Take all cmd status into account in juju_epc" into stable/fraser
  - Take all cmd status into account in juju_epc

    It also puts output in functest.log instead of /dev/stdout.
