Update git submodules

* Update docs/submodules/bottlenecks from branch 'stable/fraser'
  - Barometer automated installation script for jump server
    and compute/controller nodes

    JIRA: BOTTLENECK-182

    Install barometer for collecting OVS and collectd statistics as
    docker containers on all nodes
