Update git submodules

* Update docs/submodules/functest from branch 'master'
  - Merge "Refactor RallyBase"
  - Refactor RallyBase

    This provides a more generic way to integrate test case lists which are
    not hosted in Functest.

    Also removes vm scenarios since they have never been a part of actual
    rally runs.
