Update git submodules

* Update docs/submodules/releng from branch 'master'
  - Merge "fuel-deploy.sh: Add missing quotes in 'sudo -E'"
  - fuel-deploy.sh: Add missing quotes in 'sudo -E'

    Previous commit extended the SUDO variable to include '-E', but
    failed to properly quote the full `sudo -E` string, resulting in
    "command not found" errors.
