Update git submodules

* Update docs/submodules/releng from branch 'master'
  - Merge "Remove '|' from ovn4nfv plugin unit test builder"
  - Remove '|' from ovn4nfv plugin unit test builder

    Because of the '|' character JJB thinks '!include-raw:...' should be
    executed literally, instead of including the file as the shell script.
