Update git submodules

* Update docs/submodules/releng-xci from branch 'master'
  - Enable post-deployment for k8s based scenarios

    k8-calico-onap scenario will have post deployment tasks to
    install ONAP using OOM so post-deployment tasks are required
    to do that.

    deploy-scenario:k8-calico-nofeature
    installer-type:kubespray
