Update git submodules

* Update docs/submodules/releng from branch 'master'
  - Set lint jobs to run concurrent

    Liniting is broken, last fix forgot to run linting concurrent

    FATAL: The project is configured to NOT run builds concurrent, but the
    node parameter [SLAVE_NAME] is configured to trigger new builds
    concurrent!
