Update git submodules

* Update docs/submodules/releng from branch 'master'
  - Merge "Bugfix: min_microversion in tempest_conf.yaml is too small"
  - Bugfix: min_microversion in tempest_conf.yaml is too small

    JIRA: DOVETAIL-486

    Now min_microversion is 2 which is too small for some other test cases.
    Change it to 2.2.
