Update git submodules

* Update docs/submodules/releng from branch 'master'
  - jjb: xci: Connect new releng-xci-scenarios repository

    The scenarios have been moved from the releng-xci to
    releng-xci-scenarios repository so we should connect Jenkins
    to that repo as well.
