Update git submodules

* Update docs/submodules/releng from branch 'master'
  - Merge "Add short_description field to testcase in test API"
  - Add short_description field to testcase in test API

    this field will be used for the catalogue
    Description may be too long - displayed in case of roll over
    name is often not explicit enough for humanes
