Update git submodules

* Update docs/submodules/fuel from branch 'master'
  - [states] openstack_ha: Retry rabbitmq state

    For hybrid deployments, the first run of rabbitmq:server sls might
    lead to 'no response' and a retry of the whole `openstack_ha` state.
