Update git submodules

* Update docs/submodules/releng from branch 'master'
  - Merge "Yamllint on Pharos, Octopus, and SecuredLab Repos"
  - Yamllint on Pharos, Octopus, and SecuredLab Repos

    These repositories are starting to contain more and more yaml files.
    Ensuring yaml in these repos is valid is important to ensure other jobs
    don't break further on.
